Através do site VOTO LIVRE, e do mote “Vote em ideais e não em pessoas”, começa a grande campanha para que as curitibanos exerçam seu direito de legislar. Está na Constituição que qualquer pessoa pode apresentar um projeto de iniciativa popular e o pessoal do voto livre deseja aprovar a Lei da Bicicleta (Lei da Mobilidade Sustentada Urbana) que institui a bicicleta como modal de transporte regular e estabelece:
